1. (SBU) As a post rated critical for terrorism in a key aviation
hub for all of Africa, Nairobi already has multiple programs in
place to improve aviation security in Kenya. The failed 2002
terrorist effort to shoot down an Israeli charter jet with a MANPAD
and the ensuing collapse of tourism for over a year sensitized the
GOK to the importance of aviation security. DoT's Safe Skies for
Africa (SSFA) program funds the regional TSA position, training and
equipment to help Kenya reach Category 1 for safety and final point
of departure status for security to enable direct U.S./Kenya
flights. ATA and CBP also have aviation security programs, and the
RSO and LEGAT work closely with Kenyan police and security services.
Agencies have developed strong contacts and/or programs with all
GOK agencies involved in aviation security and Post coordinates
these interagency efforts through the ECON-section chaired aviation
subcommittee of the Counter-Terrorism Working Group (CTWG). In
support of the National Strategy for Aviation Security International
Outreach Plan, Post is already implementing the following aviation
security programs from EEB's list of U.S. Government Aviation
Security initiatives and programs, and will inform appropriate GOK
agencies of other programs on the list that appear potentially
useful.
Department of State
------------------
Program: Office of Antiterrorism Assistance Program (ATA)
2. (SBU) Kenya is one of only six countries with an in-country ATA
program. Although the program's focus is on improving port and
coastal security and building investigative capacity within the
Anti-Terrorism Police Unit (ATPU), ATA funded an Aviation Security
Management Course in February 2007 and a Vital Installation Security
Course in July 2006 taught in Kenya by TSA trainers to personnel
from agencies including Kenya Airports Authority (KAA), Kenya Civil
Aviation Authority (KCAA), the National Police, the Administrative
Police, and the Kenya Wildlife Service (KWS).

Program: Safe Skies for Africa (SSFA)
3. (U) DoT's SSFA program funds the regional TSA rep position,
training and equipment to help Kenya reach Category 1 for safety and
last point of departure status for security to enable direct
U.S./Kenya flights. Economic Section Aviation Officer serves as
local program representative, coordinating and facilitating FAA and
TSA security training programs in Kenya and the U.S. with KCAA and
KAA. Since the inception of "Safe Skies", the U.S. has provided
about $3.5 million of assistance to Kenya to upgrade its air safety
and security institutions and infrastructure. It has provided
in-depth training in the U.S. and Kenya to about 300 Kenyan aviation
managers and personnel on aviation safety and security.
4. (SBU) The SSFA funded the procurement and installation of the
following security equipment to Kenya, and trained engineers and
technicians to repair and maintain it.

5. (SBU) At the request of the Kenya Civil Aviation Authority (KCAA)
SSFA funded a visit by TSA officers in 2008 to assess the
vulnerability of Jomo Kenyatta International Airport (JKIA) to
MANPADS. The TSA team trained officers from KAA, KCAA, the
military, National Police and Kenya Wildlife Service (which patrols
Nairobi National Park under the JKIA flight path) on how to do an
assessment, and shared the assessment with senior officials from all
of those agencies and other intelligence and security agencies.
KCAA plans to do a similar assessment of Moi International Airport
in Mombasa.
Federal Aviation Administration (FAA)

TSA International Security Training

6. (U) Under the SSFA program, the FAA Academy International
Training Division (ITD) has trained Kenyan security officers and
managers in the U.S., and provided support services for TSA trainers
to provide training in Kenya.
Air Traffic Control Contingency Planning
----------------------------------------
7. (SBU) Post will brief KCAA, which is responsible for air traffic
control, on this program and determine its level of interest in
contingency planning to mitigate the risks associated with the
disruption or loss of international ATC services.
Scheduled Civil and Military Air Traffic Management Cooperation
--------------------------------------------- ------
8. (SBU) There is no interface between KCAA's ATC radars and the
Kenyan military's radar systems. A military officer monitors the
ATC radar in the tower at Jomo Kenyatta International Airport
(JKIA), and reports anomalies or suspicious activities to the
military by phone. In 2006, FAA offered to provide a surplus radar
system funded by SSFA to Kenya, including a software interface to
the military radar system. KCAA welcomed the offer, but the
military and security officials in the Office of the President never
approved a GOK response. If a similar opportunity arises, Post will
ascertain whether KCAA and the military would be receptive to a
FAA/DOD coordination meeting.
Department of Homeland Security, Transportation Security
Administration (TSA)

9. (U) Funded by the DoT SSFA program, TSA has provided an officer
to serve as the East Africa Civil Aviation Security Advisor (EAASA)
since 2004. The TSA officer assesses the security situation at
Kenya's airports and works closely with personnel from agencies
including Kenya Airports Authority (KAA), Kenya Civil Aviation
Authority (KCAA), the National Police, the Administrative Police,
and the Kenya Wildlife Service (KWS), the military, Immigration, and
Kenya Revenue Authority (KRA) Customs to advise on aviation safety
and security and implement technical training and assistance
programs from TSA and FAA.
TSA Office of Law Enforcement/Federal Air Marshal Service

10. (SBU) In anticipation of the startup of Delta's proposed direct
flights between Nairobi, Atlanta and New York (all via Dakar), the
TSA officer forwarded a draft Memorandum of Understanding (MOU) to
KAA and KCAA to enable Federal Air Marshals to carry out their
duties on all direct U.S./Kenya flights. We expect them to sign the
MOU soon.
Customs And Border Protection (CBP)
-----------------------------------
11. (U) CBP's is working closely with Government of Kenya agencies
on port/border security issues related to counter-terrorism, export
border control, weapons of mass destruction, trade fraud, alien
smuggling, fraudulent travel documents, mala-fide travelers,
impostor identification on legitimate documents and various other
issues. CBP places special emphasis in the airport/aviation
security area on training, operational, and program issues
encompassing Kenya and the United States. CBP is working with
Government of Kenya officials on enforcement operations pertaining
to examining aircraft, cargo, luggage, personal items, and
travelers, detecting internal conspiracies, interviewing travelers
and examining mail and express consignment packages. CBP has
provided training or is scheduled to provide training listed below
to Government of Kenya officials. The training listed below is
pertinent to the "National Strategy for Aviation Security".
International Air Cargo Interdiction Training (IACIT)

12. (SBU) This program shares CBP inspectional techniques and
methodologies with foreign counterpart law enforcement agencies in
an effort to further the fight against global terrorism. Provide
the skills and knowledge necessary to carry out effective
inspection, detection, cargo and passenger processing, and eventual
prosecution of illegal contraband and its traffickers. Specific
emphasis will be placed on the nonproliferation of weapons of mass
destruction (WMD), their components and delivery systems. CBP
personnel will provide air interdiction training July 21 to July 25,
2008 to Kenya officials from KRA customs, Kenya airport authority,
Kenya wildlife service, and Kenya immigrations.
Passenger Enforcement Rover Training (PERT)

13. (SBU) This program helps Kenyan officers develop targeting and
observational skills to identify violators arriving by aircraft
using the advance passenger manifests. Officers are trained to
function in an "undercover" capacity to analyze the behavior of
arriving passengers who are unaware they are being watched.
Train-The-Trainer Workshop (T3W)

14. (U) This program provides participants with a relevant
adult-learning education model and opportunities to practice lesson
development and presentation skills in a supportive small-group
environment.
Integrity/Anti-Corruption Training
---------------------------------
15. (U) These training assists foreign law enforcement agencies
maintain a high level of integrity in their daily operations. CBP
offers assistance programs ranging from integrity awareness training
to formal advice on development and operation of an internal
investigations organization within a specific government agency.
Fraudulent Documents

16. (U) This program builds capacity in host country agencies to
identify documents used in a fraudulent manner to obtain admission
or other benefits.
Supply Chain Security, Government-Business Partnership/C-TPAT

17. (U) This program assists local government in developing a strong
and credible supply chain security program.
Industry Partnership Seminars
----------------------------
18. (U) This program builds on the best practices of varied customs
administrations and industry partnerships to strengthen supply chain
security, encourage cooperative relationships, and better
concentrate Customs resources on areas of greatest risk. Together,
enhanced security practices and increased supply chain performance
reduce the risk of loss, damage and theft, and lessen the threat
that terrorists will attack the global supply chain.
Risk Management and Targeting Seminar

19. (U) This program teaches an effective means of identifying
high-risk shipments and provides the knowledge and skills necessary
to significantly improve targeting capabilities.
Legal Authorities for WCO Framework
-----------------------------------
20 (U) This one-week seminar is designed to outline legal and
regulatory structures that are fundamental to implementing the World
Customs Organization (WCO) Framework of Standards for
representatives of the Customs legal department, as a basis for
considering possible amendments to existing statues and regulations.
Management Seminar

21. (U) This one-week seminar is designed for senior managers who
are responsible for organizational change and strategic planning.
Short-Term Advisory (STA) Assistance
------------------------------------
22. (U) Short-term advisors are assigned for specific purposes based
on their particular expertise. These assignments may last from just
a week or two to a few months. Some of these STA programs provide
foreign law enforcement organizations (Customs, Police) with the
initial recommendations for these organizations to develop long-term
modernization and reform programs. CBP may contribute to these
projects by providing additional training and technical assistance
over a period of months or several years, should funding be made
available.

23. (SBU) Second Line of Defense (SLD)/Megaports Initiative
A DOE team visited Kenya in June 2008 to determine the feasibility
of a Megaports project in the Port of Mombasa and the GOK's
receptiveness. The CBP Customs Attache is post's action officer for
the initiative. If and when the Megaports project is established,
post can explore with KRA, KAA and KCAA whether they want to expand
the program to Kenya's airports.

24. (U) Program: FBI's Legal Attach Program (LEGAT)
The resident LEGAT office maintains liaison with Kenya's law
enforcement and intelligence/security services.
25. (U) Program: FBI Airport Liaison Agent Program (ALA)
The new LEGAT will establish and maintain contact with the KAA and
KCAA Security offices.
