(SBU) On June 19, poloff delivered reftel points about the adoption
of a UNSCR on Sexual Violence in Situations of Armed Conflict to MFA
International Organizations Department Senior Officer Hoang Bich
Lien. Ms. Lien said the MFA only gives "general direction" to UN
Permanent Representative Le Luong Minh, and that Ambassador Minh has
"full power to decide" the GVN position on particular issues such as
the draft resolution in question. She explained that the MFA does
not always "know all the context" surrounding consideration of
matters before the Security Council. Ms. Lien also mentioned that
Ambassador Minh had consulted with Vice Foreign Minister Pham Binh
Minh about the draft resolution on June 18. She added that while
Vietnam's Permanent Representative always tries to find a way to
accommodate the interests of the country that proposes a resolution,
GVN policy is "generally to operate on the basis of consensus."
