1. (SBU) In response to reftel demarche, Department of
Foreign Affairs and International Trade (DFAIT) Senior
Adviser for Non-Proliferation Janice Fitchett confirmed that
Canada would not pledge any financial support to the Nuclear
Threat Initiative (NTI) nuclear fuel bank project by the
September deadline, if ever. Fitchett noted that Canada had
"not yet opted for any one fuel initiative out there" and
that Canadian officials had been aware of NTI project
deadlines when they decided against budgeting a contribution
in 2008.
