1. (SBU) On Friday, April 25 the Ambassador raised reftel
points with Minister Mahamat Ali Nassour. (Nassour is the
outgoing Minister of Defense and was formerly Minister of the
Interior). Nassour served as the Chair of the Darfur
Cease-Fire Commission when it was based in Chad and continues
to be an important interlocutor for Darfur issues.
2. (SBU) On Monday, April 28, DCM conveyed the points to
Deputy Foreign Minister Djidda Moussa Outman. Outman
understood the gravity of the situation and volunteered that
such action could very well prompt a military retribution by
Sudan.
3. (SBU) Post continues to seek a meeting with the Minister
of the Interior (who has been out of N'Djamena dealing with
student unrest in Moundou). We expect a meeting will be
possible next week.
4. (U) Tripoli minimize considered.
