1. (SBU) In a meeting with EconOff May 20, Ambassador Joseph
Bangurambona, Director of Burundi's civil aviation authority,
the National Aeronautic Service, expressed his support for
key U.S. positions to be raised at the International Civil
Aviation Organization's (ICAO's) Nineteenth Aviation Security
Panel meeting (reftel). He welcomed U.S. views and said that
universal acceptance of standardized security measures was
necessary for effective cooperation. He will not, however,
be attending the Security Panel meeting in Montreal this
month because of budget constraints.
