SUBJECT: UNSC - GOC SUPPORT FOR STRENGTHENED RENEWAL OF THE
1540 COMMITTEE'S MANDATE
REF: SECSTATE 34968
1. POLOFF delivered reftel demarche on 08 April 2008 to
Andrej Dogan, Department for the United Nations in the
Croatian Ministry of Foreign and European Integration (MFA).
The GOC had no issue with strengthening the mandate of the
1540 Committee as outlined. Dogan did not go so far as to
say the GOC would support such a resolution in lieu of a
technical rollover, but confirmed the GOC would not undermine
our efforts. EU support for the resolution would likely lead
to stronger support from the GOC.
2. During a separate meeting on 10 April, Sanja Bujas
Juraga, head of the Department for International Security at
the Croatian MFA, expressed much more enthusiasm for the
proposed U.S. resolution. Juraga was clearly aware of the
U.S. proposal, likely having been consulted by Dogan's
office. Her comments appeared to indicate the GOC position
is closely aligned with our own.
