7. The World Bank prepared a Country Water Resources
Assistance Strategy (CWRAS) that has lead to an
anticipated credit from the International Development
Association (IDA) to the Government of Mozambique of USD
35 million for the implementation of the NWRDP1 tender
that will support the water resources sector in the
following components:
Component 1: Institutional Support
a) Water Resources Planning Function: including basin
studies and plans, allocation support systems for
different water users within a basin, decision support
systems, monitoring systems and information management
systems.
b) International Waters: for the consolidation of
capacity within water sector for negotiation and
management of shared water resources.
c) River Basin Support: support the development,
functioning and capacity of the ARA's, with a special
emphasis on ARA-Zambeze.
Component 2: Water Resources Development
a) Maputo Augmentation: this includes the completion of
Corumana dam, the main supply to Maputo and treatment
plant. The World Bank financed activities include
environmental impact mitigation, financing and
Resettlement Action Plan, the Panel of Experts and
construction supervision. (The civil and mechanical
works required to complete Corumana Dam, plus the
pipeline and treatment will be financed separately with
the assistance of the World Bank).
b) Construction of Priority Storage Structures: this
includes small dams at Metuchira and Gorongosa, and the
Ressano Garcia weir.
c) Long Term Program Support to Water Resources
Development: this includes preparation of future
investments including the Pavua dam in the Pungue basin
and the Moamba Major dam in the Incomati basin.
Component 3: Project Management and Implementation
Support:
1 Q During the preparation phase, which is intended to
end in January 2009 when an Appraisal Mission is
scheduled for approval, several studies will be required
for the fulfillment of safeguard policies of the World
Bank and technical designs for hydraulic constructions.
In this light, terms of reference and procurement
documents will be prepared by the Project Preparation
Management Unit (PPMU) and submitted to the selected
short lists resulting from these Expressions of
Interest.
2 Q The preparation of the project will require the

involvement of a consultancy firm for the execution of
the contract for the Technical and Dam Safety
Consultancy, which includes a review and finalization of
all technical requirements, detailed design and bidding
documents for the following structures:
i. the raising of the Corumana dam from EL 110m to
117m by installing the crest spill way gates and a fuse
plug;
ii. The Metuchira and Gorongosa dams;
iii. The Ressano Garcia weir, and
iv. The water supply main to Maputo and the treatment
water.
The work will also include a Dam Safety Audit for
Corumana Dam and a Dam safety Report for the other 3
structures.
8. The National directorate of Water now invites
eligible consultants to indicate their interest in
providing their services for the above given contracts.
Interested consultants must provide information
indicating that they are qualified to perform their
services (brochures, description of similar assignments,
experience in similar conditions, CV's of available
appropriate staff, etc). Consultants will be selected
in accordance with the procedures set out in the World
Bank's Guidelines: Selection and Employment of
Consultants by Bank Borrowers.
9. Interested consultants may obtain further
information through the contact information given on
Item 6B from 9:00 am to 3:00 pm (local time).
Expression of interest must be delivered to the e-mail
address or the office address by no later than April 21,
2008.
