SUBJECT: FRENCH TRANSLATION OF SOFA TEXT DELIVERED TO GDRC

Post again delivered the French translation of the draft SOFA
agreement between the U.S. and the GDRC to the MFA and MOD on
February 29 under cover of a dip note. Col. Matu, senior
military adviser to Defense Minister Chikez Diemu,
subsequently informed the DATT of the MOD's acceptance of the
text. MFA Protocol advised us that Minister Mbusa's Chief of
Staff Leonard Ngoy Lulu is best placed to provide an update,
but he is currently out of the country. Post will work with
him after his return to secure final GDRC approval of the
SOFA.
