1. On March 17, ESToff delivered the points in ref to MOFA
Biological and Chemical Weapons Conventions Division officer
Masahiro Fujikawa. The Foreign Ministry official appreciated
receiving the non-paper on the Complementary Notes and the
draft Host Country Agreement (HCA). Fujikawa believes there
are very few, if any, contentious issues, adding that the GOJ
looks forward to concluding the negotiations of the HCA.
Fujikawa stated he would share the draft agreement with his
supervisor, Takeshi Aoki, for further review and possible
additional comments.
2. Regarding a meeting on the margins of the 2008 Review
Conference in The Hague, Fujikawa said the Japanese
delegation welcomes such an exchange. Fujikawa added he will
be in The Hague the week of April 14-18, but noted Aoki could
only meet with the U.S. delegation April 7-10. Since
schedules are difficult to predict, he suggested both parties
arrange an exact time for a bilateral meeting at the
conference.
