SUBJECT: AFGHANISTAN: INSTRUCTIONS FOR CONSULTATIONS ON
UNAMA RENEWAL
1. The Department requests that USUN share the following
draft elements of a resolution renewing the UN Mission in
Afghanistan (UNAMA) with the Italian delegation,
responsible for drafting the resolution, and other
delegations currently engaging in discussions on the
resolution text, with the aim of strengthening and
clarifying the role of the SRSG and UNAMA in leading
international efforts to stabilize Afghanistan and
renewing UNAMA's mandate.
2. Begin resolution elements:
1. Decides to extend the mandate of UNAMA until March 23,
2009;
2. Recalling the strategic priorities of the Afghanistan
Compact and the Afghanistan National Development Strategy
in security, governance, rule of law, human rights, and
economic and social development, and recognizing the
ultimate sovereignty of the Government of Afghanistan, and
recognizing that security, reconstruction and development
are mutually reinforcing, decides further that the Special
Representative of the Secretary-General and UNAMA, in
support of the people and Government of Afghanistan,
shall:
(a) assure coordination of all United Nations
missions, funds, and programs, with particular attention
to refugees, counter-narcotics, and reconstruction and
development activities, in support of the Afghanistan
Compact and Afghanistan National Development Strategy;
(b) serve as the central and impartial coordinator for the
Government of Afghanistan for all of the programs and
activities of the international donor community in order
to achieve an effective unity of effort;
(c) lead the international partnership with the
Afghanistan Compact and the Afghanistan National
Development Strategy and co-chairing the Joint
Coordination and Monitoring Board and other relevant
mechanisms;
(d) coordinate electoral assistance of the United Nations,
non-governmental and other donors and entities for the
upcoming Presidential and parliamentary elections,
including support to the Independent Electoral Commission
and administration and monitoring of the elections, and coordinate
with the International Security Assistance Force (ISAF) to ensure
security for voter registration and elections;
(e) recognizing that security, reconstruction and development are
mutually reinforcing, closely coordinate assistance efforts with
ISAF.
(f) provide political and strategic advice to the
Government of Afghanistan and, in coordination with the
Government of Afghanistan, promote reconciliation and
stability by:
(i) conducting outreach activities to Afghan parties and
groups in order to promote national dialogue and
reconciliation;
(ii) assisting in the implementation of the program to
disband illegal armed groups;
(iii) facilitating regional cooperation with neighboring
countries; and
(iv) coordinating with the international security presence
and the Afghan National Security Forces throughout the
country, taking due account of their respective designated
responsibilities, to promote synergy in their common
objectives.
(g) promote human rights and the rule of law by supporting
the Afghan Independent Human Rights Commission and by
monitoring human rights violations in Afghanistan
3. Calls upon all international donors, organizations,
and other international entities to coordinate with the
Special Representative of the Secretary-General and UNAMA
in support of the people and Government of Afghanistan.
