1. Embassy Riga read with interest Embassy Tirana's reftel cable on
improving the Human Rights Report process. Post seconds the
concerns and issues raised in the cable--and endorses the pragmatic
reforms to the process that were suggested, especially in regards to
timelines. We look forward to working with DRL and other
stakeholders to improve the process and make the Human Rights Report
as strong a document as possible.
