7. The Government of Mozambique has received a credit
from the International Bank for Reconstruction and
Development toward the cost of Higher Education Project
(Science and Technology component, and it intends to
apply part of the proceeds of this credit to payments
under the contract for implementation of the Pilot Phase
of the Mozambique Research and Education Network
MoRENet. This contract will be jointly financed by
United Nations Development Program. Biding will be
governed by the World BankQs eligibility rules and
procedures. The Ministry of Science and Technology
(MST) now invites sealed bids from eligible and
qualified bidders for provision of equipment and
services for construction of the pilot phase of MoRENet.
MoRENet will be establish to become a service provider
for national Higher Education and Research Institutions
and intends to provide high quality connectivity
services and a shared platform for introduction of
services for the national higher education and
innovation system on non commercial basis. The pilot
phase of the network consists of the Network Operating
Center (NOC) and the Maputo Wireless Network for
interconnecting Universities and Research Institutions
into a shared network infrastructure. The NOC items
include server infrastructures, firewalls, routers,
switches and the necessary server room equipment and the
Maputo Wireless Network high speed backhaul links and
client connections to nine member institutions at 10
different sites in Maputo city. Both the Network
Operating Center and the Maputo Wireless Network are
projected to be operational by the end of July 2008.
8. Bidding will be conducted through the National
Competitive Bidding (NCB) procedures specified in the
World Bank's Guidelines: Procurement under IBRC Loans
and IDA credits, and is open to all bidders from
eligible source countries as defined in the Guidelines
describing the competitive Bidding rules and procedures.
Interested eligible bidders may obtain further
information from the ministry of Science and technology
by contacting the procurement officer at the contact
information given above, and inspect the Bidding
Documents at the address on Item 6B between 08:00 and
15:00 hours (local time). Qualifications requirements
include: 1. technically competent human resources
(minimum 3 certified or highly experienced staff
members) and strong reference history from similar
projects over the last three years (minimum two
projects), 2. equipment manufacturers' certification for
representing and supporting proposed equipment during

and after the installation process and, 3. to have solid
financial background for securing successful
implementation of the project. Additional details will
be provided in the Bidding Documents.
9. A complete set of Bidding Documents in English may
be purchased by interested bidders on the submission of
a written application to the address above and upon
payment of a non refundable fee of 500MZM or USD 20.
The payment will be made in a form of cashier's check
directed to Ministry of Science and technology. Bidding
documents may be acquired from the Ministry of Science
and Technology (at the same address). Bids must be
delivered at the address of the Ministry of Science and
Technology at or before April 21, 2008 at 15:00 (local
time. Electronic bidding will not be permitted. Late
bids will be rejected. Bids will be opened in the
presence of the biddersQ representatives who choose to
attend in person at the address on Item 6B, in the Sala
de Conselhos at the Ministry of Science and Technology.
All bids must be accompanied by a bid security
accordingly:
Whole project: 68.000 MZM
Lot 1: 20,000 MZM Network Operating Center servers and
equipment and server and backup solutions for MCT
Lot 2: 8.000 MZM Network operating center and member
routers and switches
Lot 3: 40.000 MZM MoRENet Maputo Wireless Network
equipment and services
A presentation about the project and an opportunity to
visit the project sites shall be organized on following
date and time at the Centro de Desenvolvimento
Tecnologico located at Av. Base N'Tchinga, 210 in
Maputo:
Thursday, March 20, 2008 at 009:00 (local time)
The companies interested to participate in the
presentation and field visit should confirm their
participation to the Bid contact person.
