OF THE COMMISSION ON NARCOTIC DRUGS (CND)

1. On February 29, Poloff, per Reftel, discussed USG
priorities for the March 10-14 CND meetings in Vienna with
the Argentine MFA's Director for International Drug Affairs,
Minister Ricardo Roselli. Roselli stated that technical
offices were studying the proposed U.S. resolutions on
Screening and Brief Intervention and Referral to Treatment
and on Cannabis. He noted that the two resolutions were in
line with GoA policy and did not anticipate the GoA having
any problems with the tabled U.S. resolutions.
2. Roselli also informed that Argentina would submit two
resolutions: one on quality control of drug laboratories; the
second on the "date rape" drugs, e.g. GHB and "roofis."
Roselli noted that the GRULAC countries were currently
studying the resolutions with the aim of presenting consensus
text and that he did not have drafts at the moment to share
with PolOff.
3. Roselli stated as well that the GoA shares the USG's
desire to see a substantive discussion on the progress in
implementing the UNGASS commitments and to setting up the
review process for the 2009 CND.
