EconOff delivered points in ref to Yoshiyasu Kawaguchi,
Deputy Director of MOFA's Specialized Agencies Division in
the International Cooperation Bureau February 13. Kawaguchi
responded February 15 noting Japan's contined commitment to
the fight against terrorism and nonproliferation of weapons
of mass destruction. He said Japan wants to strengthen
international efforts to prevent transference of WMD via
aircraft and believes the matter deserves further attention.
However, he continued, the GOJ believes it is important to
"pay due consideration" to how this end is achieved.
Regarding the two protocols cited in reftel, Kawaguchi said
Japan would agree to discuss them based on the SUA protocol,
but that it would not be easy. He was particularly concerned
that the second proposal "did not seem feasible."
