1. Graciela Gomez Garcia, Director for the International
Crime Prevention Unit at Mexico's Foreign Ministry (SRE),
told PolOff February 8 that Mexico's newly appointed Special
Prosecutor for Violent Crimes Against Women, Maria Guadalupe
Morfin Otero, would lead Mexico's delegation to the upcoming
UN GIFT conference in Vienna. Gomez conveyed Morfin Otero's
strong interest in meeting with Ambassador Lagon on the
margins of the conference. Gomez assured us Mexico shared
our interest in discussing our collective efforts to better
meet the challenges of TIP operationally -- particularly in
view of Mexico's focus on implementing its recently adopted
TIP law -- and said Mexico had no intention of making any
political declarations in Vienna.

Liaison for Mexico's National System for Family Development
(DIF)
--Graciela Gomez Garcia, Director for the Foreign Ministry's
Office of International Cooperation in Crime Prevention

3. Action Request: Ambassador Lagon's recent visit to
Mexico was well received by the GOM. Morfin Otero's request
for a meeting with Ambassador Lagon represents a good
opportunity to meet a key player in the Attorney General's
office and stress the importance we attach to Mexico's
creating a vetted unit on TIP cases. Post recommends
Ambassador Lagon meet -- time permitting -- with Morfin
Oteroon on the margins of the UN GIFT conference.
