1. Philippine Department of Foreign Affairs Human Rights Assistant
Director Noel Sancon told us Secretary Alberto Romulo will head the
delegation to the U.N. Human Rights Council's 7th session beginning
March 3, 2008. Sancon said that they were not familiar with subject
resolution, but will relay the information to the delegation.
2. Post has sent talking points for USG officials' use in meetings
with Philippine Energy Secretary Angelo Reyes during renewable
energy conference in Washington commencing on March 4. Reyes chairs
the Philippine government's interagency group on climate change. He
is an influential person and would have special interest in keeping
the dialogue on climate change within the U.N. Framework Convention
on Climate Change, rather than letting it become a human rights
issue, outside of his Energy Department's domain.
