1. PolOff delivered reftel demarche February 19 to Ambassador Oscar
Matondo, Director of International Organizations, Ministry of
Foreign Affairs and International Cooperation of the DRC.
2. Matondo declined to offer an official Congolese position on
Kosovo independence. He expressed the DRC approach as wait,
observe, and judge. He said any decision on the issue would be made
by Foreign Minister Mbusa.
