1. This message responds to the REFTEL action request.
2. Embassy Dhaka received three proposals in response to the
solicitation for projects addressing the problem of
trafficking-in-persons, for funding under G/TIP-managed FY 2008 ESF
and INCLE funds.
3. After an interagency review of submitted projects, involving DOS,
USAID and DOJ representatives, post has determined that one proposal
best meets the funding requirements.
4. Requested summary information for the nominated proposal follows:
(a) Applicant Name: The Daywalka Foundation, Inc
(b) Funding Requested: US$498,206
(c) Project Title: Building Capacity to Combat Human Trafficking in
Bangladesh
(d) Project Duration: Two Years
(e) Proposal Abstract: BEGIN This project addresses the continuing
gaps in counter human trafficking efforts in Bangladesh in a
coordinated manner by: continuing to respond to the needs of
survivors of human trafficking through the provision of direct
services to survivors, provision of technical capacity building and
financial resources to leading local NGO/CBO service organizations,
and continued enhancement of the capacity of law enforcement
agencies, public prosecutors and other government agencies to
investigate, prosecute and convict human traffickers throughout
Bangladesh. END.
5. The two additional proposals received were determined by post's
interagency review committee to have not met the solicitation
criteria due to undefined goals, non-measurable objectives, and/or
proposed activities that are duplicative of existing
anti-trafficking projects currently funded by USAID.
6. Post will email the full project proposals for all three projects
(the one nominated proposal and the two proposals not nominated) to
GTIP Funding Opportunities@state.gov and also G/TIP Programs
Coordinator Shereen Faraj.
