(SBU) POLMILOFF delivered reftel demarches on Global
Initiative to Combat Nuclear Terrorism (GI) to MFA
Directorate for Non-Proliferation, Arms Control and Combating
Terrorism (DNACT), on January 24 and 29 respectively.
POLMILOFF met with Desk Officers on January 30, to follow-up
with MFA interests in GI (coordination with Russian embassy
contact was problematic). DNACT Desk Officer Olivia Predescu
said Romania is contemplating having within its Plan of
Action convening a GI conference at their Nuclear Fuel
Production Facility in Pitesti. They are considering a
two-day event that would have regional application and would
include a theoretical discussion of nuclear fuel cycle
protections and the practice of Critical (nuclear)
Infrastructure Protection. One possible element to this
program would include a public awareness campaign and tie-ins
to other non-proliferation forums. If the MFA decides to
move forward on this proposal, they would envision holding
the conference in the latter part of 2008. In regards to the
Model Guidelines Logistics Workshop (ref. b), the DNACT GI
Desk Officer Nicolae Comanescu confirmed that they will
participate.
