1. The Ambassador spoke with Foreign Minister Fernando Araujo
on February 14, and delivered all points in reftel A. Araujo
said the GOC was considering the U.S. request, and indicated
the GOC would "likely" respond favorably. Vice-Foreign
Minister Camilo Reyes subsequently confirmed that the Foreign
Ministry supported recognition of Kosovo at the "opportune
moment," but said the MFA needed to consult with President
Uribe. He does not anticipate that President Uribe will
object. We will continue to press MFA officials for
confirmation of the GOC position.
