SUBJECT: SINGAPORE-U.S. SIGN SECURE FREIGHT INITIATIVE DECLARATION
The Ambassador and Ministry of Transport Permanent Secretary CHOI
Shing Kwok on December 17 signed a Declaration of Principles for
Singapore's participation in the Secure Freight Initiative (SFI).
The Declaration commits Singapore to a six-month trial project,
after which the USG and GOS will conduct a joint assessment to
evaluate its progress. The SFI pilot is expected to be operational
by June 2008, with initial data collected from the project submitted
to Congress in October. (In accordance with the SAFE Ports Act, DHS
is required to report its SFI-related findings to Congress every six
months, beginning in April 2008.) Also attending the signing
ceremony were DHS, DOE, and post representatives.
