1. Unauthorized disclosure of the information provided
below is prohibited by Section 12C of the Export
Administration Act.
2. Reftel 1 requested a Post-shipment verification to
determine the legitimacy and reliability of the end-
user, IT-Diagnostica, Moscow, Russia. The company is
listed on BIS license application: NLR as the ultimate
consignee of a photon block 29HZ camera system and
accessories. ECCN 6A993. The exporter is FLIR Systems
Indigo Operations, 70 Castilian Drive, Goleta, CA
93117.
3. On November 9, 2007, Export Control Attache Peter
Liston and FSN Natalya Shipitsina conducted the
requested post-shipment verification with PERGRAM
Industrial Equipment & Engineering (PERGRAM), who was
in fact the ultimate consignee. IT-Diagnostica,
Moscow, Russia was the intermediate consignee for this
transaction. The export control team met with Dmitry
Karneev, Division Manager for PERGRAM.
4. PERGRAM Division Manager Dmitry Karneev advised ECO
Liston that PERGRAM is the FLIR Systems representative
company in Russia. Karneev indicated that he met FLIR
Systems at a trade show in Moscow earlier this year
and attended a sales meeting with FLIR in Santa
Barbara, CA. According to Karneev, IT Diagnostica
handled the shipment of the photon block 29HZ camera
system and accessories from the United State to
Russia, at which time it was delivered to PERGRAM.
Karneev stated that PERGRAM has worked with IT
Diagnostica on several shipments in the past, however
they now utilize Polar Logistic and no longer use the
services or IT Diagnostica.
5. Karneev provided ECO Liston access to the sales
file of the photon block 29HZ camera system and
accessories, which indicted that PERGRAM sold it to
NII Mashinostroeniya (Scientific Institute of Machine
Building), Moscow, Russia on December 15, 2006.
6. Recommendations: Post did not meet with IT-
Diagnostica, Moscow, Russia. Post recommends PERGRAM
as reliable recipients of sensitive U.S. origin
commodities.
