7. The Government of Mozambique has received a credit from the
World Bank toward the cost of an Energy Reform and Access Project,
and intends to apply part of the proceeds for consultancy services.
The services include providing expert guidance to the Ministry of
Energy for the successful completion of three large power generation
and transmission projects. This would contemplate the review of all
relevant documents, including feasibility study reports, framework
agreements, and project implementation proposals and other relevant
studies, as well as legal, financial and technical due diligence,
preparation of project documents, support during negotiations and
through financial closing.
8. The following three generation projects, along with the
associated transmission lines which will be financed by private
developers using Build, Own and Transfer (BOT) or similar structures
would be covered by the contract:
Temane Gas Combined Cycle Project: the selected consortium plans to
present its proposal for development of the Temane generation and
associated transmission line to the Government of Mozambique in
December 2007.
Moatize Coal Fired Power Project: a preferred partner has been
identified for development of the Moatize coal-fired generation
project. Preliminary negotiations began in November of 2007. The
developer's proposal envisions upgrading the existing HVDC lines to
evacuate power from the first units, with subsequent capacity
evacuated along the North-South transmission backbone.
Mphanda Nkuwa Hydro Power Project: the selected consortium has
submitted a proposal which envisages 1,500 MW of installed capacity.
Financial closing is planned for the end of 2008 with consortium
planned to start in 2009. The developer is planning a 52 month
period from start of work on site until the first turbine is in
operation.
The duration of the contract is expected to be 12 (twelve) months,
with an option for another 12 months.
9. The Ministry of Energy now invites interested eligible
consultants to indicate their interest in providing the services.
Interested consultants must provide information indicating that they
are qualified to perform the services (brochures, description of
similar assignments, experience in similar conditions, availability
of appropriate skills among staff, etc). The consultant should have
significant experience, documented with a proven track record of
similar work, preferably in Africa. Consultants may associate other
firms with relevant experience to enhance their qualifications.
10. The consultant will be selected in accordance with the
procedures set out in the World Bank's Guidelines: Selection and

15:30). Expressions of interest comprising five (5) copies in
English must be delivered by December 19, 2007 at the above
mentioned address. The envelopes containing EOI shall be clearly
marked: "Expressions of Interest in Transaction Advisor for Large
Scale Power Generation."
