1. (U) Government of Suriname (GOS) Ministry of Foreign
Affairs official Ambassador Robby D. Ramlakhan, the point-man
for this year's UNGA 3rd Committee slate, told Ambassador
Lisa Bobbie Schreiber Hughes on November 21 that Suriname
will break precedent and support the human rights resolution
on Burma, but that it will support no-action motions on North
Korea, Iran, and Belarus.
2. (U) Ambassador Schreiber Hughes called Ramlakhan as a
follow up to November 19 discussions with MFA officials (ref
b). Ramlakhan said these decisions on 3rd Committee matters
were made at the Presidential level. When asked if the
change of stance on Burma represented increased flexibility
by the GOS, Ramlakhan responded that any possible flexibility
is an internal issue.
