PolOff delivered reftel points to MFA Multilateral
Organizations and Treaties Office Director Isaac Sebulime on
November 2, stressing the importance of the November 14-17
Community of Democracies (CD) Ministerial in advancing reftel
priorities. Sebulime said that GOU participation in the CD
Ministerial was unlikely given the upcoming visit of the
Queen of England (November 19-23) and the Commonwealth Heads
of Government meeting in Kampala November 23-25, but promised
to confirm with Foreign Minister Sam Kutesa. As of November
6, Sebulime could not confirm GOU participation. Post will
continue to urge GOU attendance, and report any significant
developments.
