SUBJECT: ESTONIA: PRESSURE ON BURMESE REGIME DEMARCHE
DELIVERED
REF: STATE 137644
(SBU) On October 2, Polecoffs delivered reftel points to
Andres Talvik, MFA Division Director for Asia, Australia
and Oceania, and Thea Karin, MFA Burmese Desk Officer.
Talvik forcefully condemned violence against peaceful
protesters in Burma and stated that Estonia will support
U.S. initiatives to apply additional pressure on the
military regime. Talvik said that the EU may publish a
list of complimentary sanctions, but as of yet nothing
has been drafted. Talvik made clear the GOE will
support the common EU position on this issue. However,
he noted, the GOE would prefer that an analysis of the
impact of sanctions be done before trade sanctions are
applied. He also said the GOE believes that
declarations from countries like Russian and China would
carry more influence with the military regime than an EU
declaration.
