CONDEMNING THE USE OF RAPE AS A STATE POLICY INSTRUMENT

(SBU) PolOff delivered reftel demarche and draft resolution
text to the Head of the Human Rights Department for the
Ministry of Foreign Affairs, Ivaylo Ivanov on October 1.
Ivanov told PolOff that he believed that the GOB would
support this resolution. He said that the systematic use of
rape as a state policy instrument was such a serious and
shameful crime against humanity that a separate resolution on
this issue was warranted. Ivanov said that he will deliver
the U.S. message and draft text to his superiors and relevant
competent authorities, including GOB representatives in New
York.
