SUBJECT: CZECHS LEAN TOWARD SUPPORTING RESOLUTION ON
"CONDEMNING THE USE OF RAPE AS AN INSTRUMENT OF STATE
POLICY"
REF: STATE 135255
(SBU) Czech Director of Human Rights and Transition Policy,
Gabriella Dlouha noted that this proposed resolution was
shared at the last EU Working Party on Human Rights (COHOM)
meeting and it generated a fair bit of interest with several
EU member states. She commented that the Czechs were
particularly interested in this resolution because it draws
attention to the situation in Burma. Dlouha stated that this
resolution will be discussed in greater depth at the next
COHOM meeting on October 9 and 10 with the aim of forming an
EU consensus in support of the resolution. If no EU
consensus is reached, Dlouha indicated that the Czech
Republic would be willing to discuss bilateral support.
