SUBJECT: Kenya-U.S. Foreign Service Institutes Video Conference
Success
1. On October 25, Kenya's new Foreign Service Institute (FSI)
Director, Ambassador Kipyego Cheluget, and his staff consulted with
State Department FSI Director Ruth Whiteside, Executive Development
Division Director Christine Powers, and Orientation Division
Director Bruce Donahue. Director Cheluget explained how his FSI was
established this year to develop a professional training system, and
had held its first training programs for entry and mid-grade officer
intakes, and new Ambassadors. In response to questions from the
Kenyan participants, Director Whiteside briefed on FSI's legal
basis, structure, procedures, and budget process.
2. The video conference was the first FSI has done with a foreign
counterpart, and both sides found it very useful. Director Cheluget
welcomed Director Whiteside's offer to support his efforts to
establish Kenya's FSI through future video conferences on specific
topics.
3. Post thanks Director Whiteside and her staff for participating
in the video conference, which enhanced our relationship with
Kenya's new FSI and further strengthens the broader U.S.-Kenya
partnership. We look forward to organizing training for Kenyan
diplomats on trafficking in persons and consulting on other U.S.
policy priorities.
