1. (SBU) Leah Ruiz, Director for the Department of Foreign
Affairs' Office of United Nations and International
Organizations, told poloff that the Philippine Mission to the
United Nations would likely support the candidacy of David
Walker for the UN Independent Audit Advisory Committee
(IAAC). Ruiz said that the demarche (reftel) presented
Walker as a strong candidate, and unless another country
offered a quid pro quo for supporting a different candidate,
the Philippines would support Walker for the IAAC.
