1. (U) Charge and Poloff made demarche to Minister of
Foreign Affairs, Zainab Bangura, on October 23 (ref B).
Poloff followed up with a meeting with the Acting Director
General at MFA, Mr. Andrew Bangali, on Friday October 26. Mr.
Bangali was aware of the candidacy of Mr. Walker and had been
in contact with the Minister. While Bangali stopped short of
promising that Sierra Leone will vote for Mr. Walker, it is
clear he has focused on the information provided in our
demarche. The Minister has been in office only since last
week, and is still organizing the Ministry. This situation
may contribute to the Acting Director General's reticence.
