1. (SBU) DCM delivered reftel demarche to Florence Chong,
Assistant Director for International Organizations at the
Ministry of Foreign Affairs and Trade (MoFAT) on October 25.
Chong responded that Brunei was opposed to sanctions in
principle and had supported the Cuba resolution last year.
DCM pressed, drawing on reftel points, that U.S. sanctions
on Cuba were a bilateral issue and waivers were in place to
ensure general population access to U.S. food and medicine.
Chong said that she would ensure that our points were
considered by senior MoFAT leadership but was not sanguine
that Brunei would change its position from previous years.
