SUBJECT: FREETOWN DELIVERED SECOND DEMARCHE REQUEST - UN
COMMITTEE AGAINST TORTURE
REF: A. SECSTATE 130973
B. SECSTATE 108617
C. FREETOWN 476
1. Per reftel A, Post informed the Ministry of Foreign
Affairs (MFA) of our urgent interest in seeking Sierra
Leone's support for Ms. Gaer's candidacy to the UN Committee
Against Torture. Charge spoke with the MFA Director General,
Umaru Wurie, who did not convey GoSL intentions in this
matter. Because Sierra Leone has just concluded national
elections, which entails a change in government authority, it
is difficult to assess how Sierra Leone might vote. Post
will advise as soon as we receive a response.
2. Per request Ref B, post had delivered U.S. views on Ms.
Gaer's candidacy to the MFA on August 8, 2007 (Ref. C) and
raised the issue again with Ambassdor Wurie on August 30
during a subsequent visit.
