1. (U) THIS CABLE IS SENSITIVE BUT UNCLASSIFIED AND NOT FOR

2. (U) On August 28, 2007, ESTH Counselor and ESTH Officer met with
Minister Santiago Mourao and Counselor Luiz Fernando Galvao of the
Ministry of External Relations (MRE) Division of Disarmament and
Sensitive Technologies to discuss REFTEL. Mourao stated that the
overall Government of Brazil (GOB) lead on Nuclear Nonproliferation
(NPT) issues Luis Galvao (abbott@mre.gov.br, 55 61 3411 8660). What
follows is a summary of expected GOB delegation leaders to each
meeting.
3. (U) NPT Preparatory Committee (PrepCom) meeting in Geneva:
Ambassador Carlos Paranhos - Permanent Representative of Brazil to
the Conference on Disarmament
Counselor Luis Galvao - Deputy Head of the Division of Disarmament
and Sensitive Technologies
Counselor Julio Laranjeira - Permanent Mission of Brazil to the
Conference on Disarmament
4. (U) IAEA Board of Governors and General Conference meeting in
Vienna:
Ambassador Antonio J.V. Guerreiro - Permanent Representative of
Brazil to the IAEA

Mourao stressed that side meetings would be very important to the
GOB because "the more we talk the more we are able to learn about
where each of our governments stand."

facilitate participation/communication with regard to these
meetings.
