1. On August 21 poloff delivered reftel demarche. On
September 11 we received a response from the Colombian
Ministry of Foreign Relations stating that the GOC will
support the U.S. candidacy referred to in reftel. We were
further advised that Fernando Sanclemente, Director General
of the GOC's civil aviation agency, will be leading the GOC's
delegation to the upcoming ICAO Assembly.
