INDIA AGREEMENT

(SBU) On August 27, we delivered reftel points to Riho
Kruuv, MFA Director for Strategic Goods and Export
Control, and briefed him on the U.S.-India agreement for
peaceful nuclear cooperation. Kruuv told us that in
principle, the Government of Estonia (GOE) does not
oppose the agreement. However the GOE is very concerned
that "other countries might interpret the India
agreement not as an exception but a precedent and
continue their bad behavior to get a similar deal."
However, Kruuv said, the GOE understands that
ratification of the agreement in the U.S. Congress and
the Indian Parliament will take some time. The GOE will
monitor the process closely, with particular attention
to any amendments either side might propose. Kruuv told
us that the GOE will form its position only when it is
clear what the final form of a post-ratified U.S.-India
agreement will take.
