1. (U) This is an action request; see para 5.
2. (SBU) On August 1, EconOff delivered reftel demarche to
Ambassador Abdulrahman Khamees, the ROYG Foreign Minister's
Office Director.
3. (SBU) Khamees responded that Iranian foundations neither
operate nor support humanitarian causes in Yemen. He added
that Hizbollah neither operates nor has any offices in Yemen.
Khamees emphasized that the ROYG and Yemeni political
parties do not have links to Hizbollah.
4. (SBU) Khamees asked if Iran's Martyrs Foundation, Martyrs
Foundation in Lebanon, Palestinian Martyrs Foundation,
Goodwill Charitable Organization, Inc., Al-Qard Al-Hassan,
Qasim Aliq and Ahmad al-Shami have been added to UN terrorist
lists, including the UN 1267 Sanctions Committee List of
individuals and entities associated with the Taliban,
al-Qaida and/or Usama bin Laden.
5. (SBU) ACTION REQUEST: As of August 6, the individuals
and groups mentioned in paragraph 4 are not listed on the UN
1267 Sanctions Committee List, according to the UNSC website.
AMBEMB Sanaa requests US Mission USUN New York advise
whether the UNSC plans to add these individuals and groups to
the UN 1267 List in the near future.
