(SBU) On August 9, PolOff met with Lourdes Puma Puma, MFA
Director General of Multilateral Affairs, to deliver reftel
demarche. Puma said that Ecuador has not yet ratified the
Nuclear Terrorism Convention (NTC) but that the GOE is taking
measures to do so. She added that once ratified by congress,
the terms of the NTC would automatically become Ecuadorian
law, but that it would also need to be further defined in
Ecuador's penal code. Puma said she would provide additional
information as it becomes available.
