CANDIDATE TO INTERNATIONAL COURT OF JUSTICE
(U) On the margins of the ASEAN Regional Forum in Manila this
month, the Philippine Department of Foreign Affairs passed to
Deputy Secretary Negroponte's delegation an aide memoire and
diplomatic note regarding Senator Miriam Defensor Santiago's
candidacy to the International Court of Justice. A scanned
copy of these documents will be emailed to EAP/MTS and the
