1. (SBU) Harold Demuren, Director General of the Nigerian
Civil Aviation Authority (NCAA), expressed support for the
USG's bid for re-election to the ICAO Council, membership
category Part I. During a meeting on August 20, Demuren said
the Nigerian delegation to the ICAO Assembly is scheduled to
be led by the Minister of Aviation for State, whom Demuren
thought would be appointed before the Assembly, and the
Secretary General of the Ministry of Aviation for State. The
SIPDIS
Minister is expected to be present for the opening ceremony
and events, while the Secretary would likely attend the
second week's events. Demuren added he would attend the
Assembly (as the third-highest ranking official) with nine
other Nigerian officials.
