1. (U) Embassy delivered reftel demarche via fax on August
24. Econoff personally delivered reftel demarche on August
27 to Chalor Kotcharat, Deputy Permanent Secretary, Ministry
of Transport and Thai head of delegation to the ICAO council
next month. He will be accompanied to ICAO by Chaisak
Angkasuwan, Director General of the Department of Civil
Aviation and fourteen additional Thai civil aviation
officials. Chalor expressed support for the U.S. candidacy
for re-election to ICAO Part I, but requested U.S. support
for Thailand's re-election to the International Maritime
Organization (IMO), category C, at the November IMO meeting
in London. Econoff promised to relay the request to
Washington.
