1. SUMMARY. Embassy Addis Ababa has received diplomatic note
2-78/33/3/07 dated August 3, 2007, from the Government of
Ethiopia's Ministry of Foreign Affairs accepting the terms
and conditions of section 1206 of the National Defense
Authorization Act for Fiscal Year 2007 (reftel). END SUMMARY.

TEXT OF GOE NOTE

2. The text of the GOE note 2-78/33/3/07 dated August 3, 2007
is as follows:
BEGIN TEXT.
"The Ministry of Foreign Affairs of the Federal Democratic
Republic of Ethiopia presents its complements to the Embassy
of the United States of America and has the honour to refer
to the latter's Note No. 651/07, dated July 26, 2007,
regarding the agreement on the furnishing of commodities,
services, and related training by the Government of the
United States of America for peacekeeping and humanitarian
purposes, including for improving the existing capacity of
the Government of the Federal Democratic Republic of Ethiopia
to respond to peacekeeping contingencies or humanitarian
crises, effected by exchange of notes on February 2 and 6,
1998.
In this regard, the Ministry wishes to inform the Embassy
that the Federal Democratic Republic of Ethiopia agrees to
the proposal of the Embassy in the above mentioned note. 1.
That the terms and conditions of the aforementioned agreement
shall apply to articles and services provided pursuant to
1206 of the National Defense Authorization Act for Fiscal
Year 2007 as modified and extended, or successor legislation.
2. That the Government of the United States of America may
also, from time to time, make the provision of articles and
services furnished under other authority (except the United
States Arms Export Control Act) and for other purposes
subject to the terms and conditions of the aforementioned
agreement. (Transfers under the Untied States Arms Export
Control Act shall continue to be governed by the requirements
of that Act and United States regulations applicable to such
transfers.)
The Ministry further affirms that this Note, together with
the Embassy's Note of 26 July 2007 referred above, constitute
an agreement between the two Governments, which shall enter
into force on the date of the Ministry's reply.
The Ministry of Foreign Affairs of the Federal Democratic
Republic of Ethiopia avails itself to this opportunity to
renew to the Embassy of the United States of America the
assurances of its highest consideration."

3. A certified copy of Embassy Addis Ababa's diplomatic note
No. 651/07 dated July 25, 2007, and the original GOE Ministry
of Foreign Affairs diplomatic note No. 2-78/33/3/07 dated
August 3, 2007, will be sent via diplomatic pouch number
