1. The Department of State has reviewed its files and finds
that as of July 17, 2007, it possesses no credible
information of gross violations of human rights by the
following Rwandan Defense Force (RDF) personnel scheduled to
attend Military HIV/AIDS training:
Name: Maj. Marc Rugenintwaza
DOB: 1 June 1964
Training Date: 29 July 2007
Name: Maj. Innocent Segahinga
DOB: 9 July 1965
Training Date: 29 July 2007
Name: Capt. Paul Kabayiza
DOB: 15 February 1973
Training Date: 29 July 2007
2. Post is therefore authorized to forward the following
verification message: "Embassy verifies that as of July 19,
2007, the Department of State possesses no credible
information of gross violations of human rights by the
Rwandan Defense Force personnel listed above. This cable
completes the joint human rights vetting approval process for
the military personnel cited." Note that if at any time
Embassy becomes aware of any information regarding incidents
which could be deemed to be credible information of a gross
violation of human rights by any personnel involved in this
training, Embassy should so inform the Department.
