1. Post conducted a site visit on July 12, 2007 to assess
the business operations and on-site security of Flexlink
Engineering Pte. Ltd., per reftel.
2. Flexlink Engineering Pte. Ltd. is a limited exempt
private company that has been operating in Singapore since
April 3, 1993. Singapore's online business directory,
Biznet, lists the company's principal officers as:

3. DHS/ICE databases revealed no negative information about
Flexlink Engineering.
4. Econoff visited the address listed reftel and spoke with
Mona Lim, Administrative Manager, on July 12. Lim confirmed
reftel listed transaction and produced a purchase order from
the Defense Science and Technology Agency (DSTA). (Note:
DSTA is a statutory board that manages acquisitions and
research and development for the Ministry of Defense. End
note) She said that Flexlink acted as a sourcing
intermediary and had been working with DSTA for more than ten
years. Flexlink mainly dealt in defense articles and had
customers in several Asian countries including Australia.
Lim said her company would not take physical possession of
the reftel listed transformer assembly.
5. Lim did not seem to be especially familiar with U.S.
munitions list regulations, but Flexlink appeared to be a
legitimate, though small, company with genuine ties to the
Singapore government. However, Post recommends a
post-shipment verification if this license is granted.
