1. (SBU) On July 31, poloff delivered reftel points about
recent human rights issues in Azerbaijan to Kim Pil-woo,
First Secretary in the Ministry of Foreign Affairs and Trade
Human Rights and Social Affairs Division. Poloff requested
that MOFAT encourage its mission in Baku to actively
coordinate with the U.S. and other embassies on joint
approaches to the GOAJ.
2. (SBU) Kim expressed appreciation for the reftel message
and agreed to pass our concerns and request for embassy-level
coordination on these issues to the relevant regional bureaus
covering Azerbaijan. Kim stated that he would also alert
MOFAT's UN and Human Rights Council missions, and asked
whether the USG had plans to raise these issues at either the
UN or HRC.
