COLOMBIAN JUNGLA INTERNATIONAL COURSE

1. This is an action request. See paragraphs 2 and 3.
2. Action request: Embassy requests the Department assist in
conducting a Leahy Amendment Human Rights review, as well as
a general name check of the following Chilean candidates who
have been nominated for training by USG officials, pursuant
to the Leahy Act and Foreign Assistance Act. Please transmit
the results of such, including information not strictly
covered by the Leahy Amendment, to Embassy.
3. The proposed training is the Colombian Jungla
International Course, which will take place in Colombia,
August 13 through December 20, 2007. The names and
identifying information of the proposed candidates appear in
the following format: Name, rank, division, date of birth,
place of birth, and national identification number.
a. Marcelo Walter LEPIN Neira, Captain, Chilean Police Force,
December 5, 1971, Puerto Varas, Chile, 12.062.424-5.
b. Gerardo Antonio BASCUR Villagran, Lieutenant, Chilean
Police Force, June 6, 1976, Los Angeles, Chile, 14.514.232-6.
4. Embassy's ongoing investigation has not found credible
information that the candidates have been involved in gross
human rights violations.
