SUBJECT: THE EFFECTIVENESS OF MONUC EFFORTS TO COMBAT
SEXUAL EXPLOITATION AND ABUSE

1. (U) There have been no reported incidents of sexual
exploitation or abuse by MONUC peacekeepers in the DRC within
the last six months. MONUC has provided extensive training
on Trafficking in Persons (TIP) and Sexual Exploitation and
Abuse (SEA) issues to its civilian and military staff and has
implemented a zero tolerance policy against the use of
prostitutes and any other sexually exploitative or abusive
behavior (ref B). According to a Conduct and Discipline
Team officer, MONUC's training and welfare activities
continue to address the issues of TIP and SEA.
2. (U) During the past six months, there have be no press
reports of incidents of TIP or SEA by MONUC peacekeepers and
no complaints registered with any of the more than one dozen
NGOs which follow the issue.
