1. SUMMARY. Post is pleased to confirm in response to reftel's
Blue Lantern request that DAKIV is a bona fide business with a
history of providing aircraft parts to the Bangladesh military.
This is based on information obtained from research within the
Embassy, discussions with outside sources, and from a site visit to
DAKIV's offices. Econoff found nothing which raised any concerns
about DAKIV or its ability to properly comply with its
responsibilities under U.S. laws. END SUMMARY.
2. COMPANY PROFILE. DAKIV Corporation is a small, privately owned
business, incorporated in July 2000 and licensed by the Dhaka City
Corporation as a sole proprietorship. DAKIV supplies a wide range
of equipment to the Director General of Defense Purchase (DGDP) for
defense sectors such as medical equipment, computers and
accessories, and signal equipment, but its specialty is in aviation
equipment and accessories. DAKIV has many former military officers
as managers and officers, and works with both manufacturers and
component overhaul workshops worldwide. Since 2003 it has been
supplying engine and airframe parts and accessories for the
Bangladesh Air Force. DAKIV provided Econoff with copies of DGDP
registration (dated 9 Jan 2002) and subsequent renewal (dated 21 Feb
2007); copies have been scanned and emailed.
3. IN PERSON VISIT. Econoff and EconFSN visited DAKIV's offices on
July 23, 2007 and met with Muhammad Abu Sayeed, General Manager.
Also present was Muhammad Alamgir, Managing Director of BS Group,
DAKIV's parent company. During the visit, both were courteous,
knowledgeable, and enthusiastic to help with the inquiries. EconFSN
had previously interacted with them when post prepared an
International Company Profile for DAKIV on behalf of DERCO
Aerospace, Inc. (a US company) in April, 2007. Post's
recommendation was that DAKIV Corporation is a suitable partner /
agent for DERCO Aerospace in Bangladesh; DAKIV reports they have
subsequently communicated several tenders to DERCO and look forward
to an expanding business relationship. DAKIV does not currently deal
in arms and armaments, but has provided the Bangladesh Air Force
with sophisticated electronics and communications, including
Honeywell radars. The address given in reftel is DAKIV's registered
address and their parent company (BS Group) maintains administrative
offices there; DAKIV's main offices are at House-3, Road-11,
Block-G, Bananai, Dhaka-1213, Bangladesh. The telephone number is
correct.
4. ORGANIZATIONS AND CLIENTS. DAKIV Corporation is a member of the
Dhaka Chamber of Commerce and Industry, and has a very good
reputation for technical knowledge and commitment to service.
DAKIV's bankers report that DAKIV is solvent, but that transactions
are currently lower than previously. DAKIV lists the following
clients: Motor Sich JSC, Ukraine; Ulan-Ude Aviation Plant, Russia;
Flite Industries Pte Ltd., Singapore; Kharkov Machine Building Plant
QFed,Q Ukraine; State Enterprise Konotop Aircraft Repair Plant
QAviakonQ, Ukraine; Odessaviarem Service, Ukraine; State Enterprise
QAvionikaQ, Ukraine; Jet Aviation Zurich A.G., Switzerland; Guinault
S.A., France; and TSS International, UK.
5. CONCLUSION AND POINT OF CONTACT. Post recommends approving
