1. (SBU) Embassy received on July 6 from the MFA the
following diplomatic note announcing Romania's support for
the U.S. candidates for the UNESCO committees and requesting
USG support for Romania's candidates.

The Ministry of Foreign Affairs of Romania, the United
Nations Specialized Institutions Directorate, presents its
compliments to the U.S. Embassy in Bucharest and has the
honor to convey Romania's support for the US candidates in
the following UNESCO committees elections to take place in
October 2007 in Paris: the Intergovernmental Council for the
International Hydrological Program (IHP), the
Intergovernmental Council for the International Program for
the Development of Communication (IPDC), the International
Bioethics Committee (IBC), the Intergovernmental Committee
for Promoting the Return of Cultural Property to its
Countries of Origin or its Restitution in case of Illicit
Appropriation, the Judicial Committee of the UNESCO General
Conference.
At the same time, Romania is asking for the United States
support for Romania's candidature in the following
committees: UNESCO World Heritage Committee, the
Intergovernmental Committee for Promoting the Return of
Cultural Property to its Countries of Origin or its
Restitution in case of Illicit Appropriation, Executive
Council of UNESCO (joint candidature with Bulgaria).
If given the mandate of the Executive Council of UNESCO,
Romania and Bulgaria will hold the position for two years.
The Ministry of Foreign Affairs of Romania, the United
Nations Specialized Institutions Directorate, avails itself
of this opportunity to renew the assurances of its highest
consideration.
