1. The Department of State has reviewed its files and finds
that as of May 4, 2007, it possesses no credible information
of gross violations of human rights by the military officer
below:

CURRENT ASSIGNMENT: Rwandan Defense Forces
DATE OF BIRTH: 1969
GNEDER: Male
2. Post is permitted to provide the folowing statement to
authorized parties: As of today, the U.S. embassy verifies
that the Department of State possesses no credible
information of gross violations of human rights by Major
Safari. Post may cite this cable in response.
3. If in the future post becomes aware of possible human
rights violations by the individual listed above, it should
inform the Department and not proceed with U.S. military
assistance.
